dc.description.abstract	Coastal boundaries delimit a geographical space and are defined by the distances of one or more areas on the coast, the sea or on its interface, on the order of a few hundred meters to many kilometers, average. Coastal boundaries can also extend and go inland by land, from the interior of the watersheds to the limit of a national jurisdiction into the sea. Most criteria for establishing coastal boundaries depend on several factors such as the set of specific problems, the uses of the territory, or the physical and geographical aspects that are relevant to each stretch of coast. Within it, the interaction between sea, land, and atmosphere is produced differently by the occurrence and direct effect of natural events or processes of anthropic origin. Coastal flood hazard mapping (CoFHaM) is a tool used to determine flood zone limits inland and in other areas exposed to coastal floods due to different hazards such as storm, surge waves, sea level rise caused by climate change, inland storm surge, heavy rainfall, among others. Its areas are identified through maps made by one or more researchers using the Geographic Information System (GIS) software. Generally, its maps display particular levels of flood hazards and risks, with different parameters defined as low, medium, and high.

Cuba is one of the few countries from the Small Island Developing States in the Caribbean region having solid coastal legislation: Decree Law 212 (DL-212) entitled “Coastal Zone Management”. However, that legal framework presents some deficiencies that need to be improved, wherefore an analysis of the major features of DL-212 and the identification of its main issues were conducted in the present study; some ways of implementing the DL-212 in the country were assessed as well. Regarding the Land-Sea Interaction, this work proposes a set of four variables linking geomorphological and human criteria with the aim of improving coastal zone characterization and boundary delimitation. The set of four variables falls into six types of Coastal Geomorphic-typological Units, which are also sub-classified according to the physical aspects and level of territorial urbanization of the Units. Standard nomenclature about boundaries, territorial planning in relation to land-sea interaction is provided in the present research, as well as nine guidelines and eleven recommendations for institutions responsible for physical use planning to implement, in order to obtain a better understanding and implementation of DL-212. The study makes a great contribution to decision-making processes regarding Land-Use Planning, Integrated Coastal Zone Management, and Marine Spatial Planning for future implementation in other Small Island Developing States.

Coastal Migration Index for Coastal Flooding Events Increased by Sea Level Rise due to Climate Change: Mexico and Cuba Case Studies

This paper presents a coastal migration index (CMI) useful for decision-making in the current scenario of sea-level rise (SLR) due to climate change. The CMI includes coastal human population density, degree of urbanization, and coastal-flooding penetration. Quantitative and qualitative statistical techniques and the geographic information system ArcGIS View 9.0 were used. Further, a panel of fifteen international experts in coastal management issues was consulted to establish and validate the CMI. Results led to three index components based on 22 indicators. CMI was applied in the state of Tamaulipas, Mexico and in Santiago de Cuba province, Cuba. According to CMI estimates, the risk levels associated with SLR for human settlements analyzed in Mexico and Cuba were 5.3% and 11.0%, respectively. The most severely affected communities will require resettlement. Meanwhile, the CMI determined that 15.8% of the Mexican territory studied will be able to withstand the effects of SLR through the management of engineering works that will protect human settlements. The CMI determined that 79.0%, in the case of Tamaulipas, as well as 89.0% of the Cuban territory, will not require new policies or guidelines to promote conservation and protection of coastal natural resources. Lastly, the method used allowed for creation of a CMI stoplight map useful to coastal decision-makers to adopt sound management actions.
