La reforma a la salud, proyecto de Ley 210 de 2013 régimen contributivo

Abstract

Este trabajo de investigación surge de la necesidad de analizar una propuesta que cursa actualmente en el Congreso, relacionada con la Ley 100 de 1993, más específicamente al Sistema General de Seguridad Social en Salud, actualmente en vigencia. El trabajo se enfoca desde la perspectiva del Régimen Contributivo, en cuanto toca a la solución de los problemas que el mismo viene enfrentando a través de sus usuarios, que se manifiestan en abierto desacuerdo con las políticas de las EPS, con la aplicación del POS y con muchos otros aspectos que aplican a la seguridad social en salud de los afiliados a dicho régimen. Para efectos del trabajo, se tuvo en cuenta la opinión de expertos en el tema, así como el análisis del texto de la reforma propuesta, acerca del cual se hallaron ciertas inconsistencias que permiten afirmar, de momento, que la reforma aplicará de manera muy superficial y que, los problemas de la salud no hallarán en la reforma la solución deseada por los colombianos, particularmente los usuarios del Régimen Contributivo. La principal conclusión a que se llega, luego de analizar las posiciones de los debatientes del tema, es que la reforma realmente sólo reforma nombres, pero los entes y sus vicios prevalecerán una vez la misma haya sido aprobada.

This research arises from the need to analyze a proposal currently pursuing discussions in Congress regarding Act 100 of 1993, more specifically in regards to current General System of Social Security in Health, currently in effect. The work focuses specifically from the perspective of the Contributory Scheme, since it affects the solution of the problems it is facing through its users, which manifest themselves in open disagreement with the policies of EPS, with the implementation of POS and many other aspects that apply to the social health of members of the scheme. For purposes of work, took into account the opinion of experts in the field, as well as analysis of the text of the proposed reform, about which certain inconsistencies that support the conclusion, so far, the reform implemented in a very superficial manner were found and that the problems of health reform will not find the desired solution by Colombians, particularly users of the Contributory Scheme. The main conclusion is reached after analyzing the positions of the debaters of the subject, is that reform reform really just names, but the authorities and their vices prevail once it has been approved.
