El Sistema de Seguridad Social en Salud (SGSSS) es la forma como se brinda un seguro que cubre los gastos de salud a los habitantes del territorio nacional, colombianos y extranjeros. La persona se afilia a la Entidad Promotora de Salud (EPS) que prefieren, recibe su Carnet de Salud y entra a formar parte del Sistema de Seguridad Social en Salud. Los servicios los recibe a través de una Institución Prestadora de Servicios (IPS), como verá más adelante.
En Colombia, con la Ley 100 de 1993, se creó el Sistema General de Seguridad Social en Salud-SGSSS, lo cual generó cambios profundos a partir de 1994 en cuanto a la organización, funcionamiento y financiamiento de los servicios de salud.
Los subsistemas están organizados en forma descentralizada y comprenden los instrumentos de regulación del SGSSS y las agencias responsables de su diseño y aplicación, incluidas el Consejo Nacional de Política Social y Económica-CONPES, el Ministerio de Salud, Consejo Nacional de Seguridad Social en Salud-CNSSS, la Superintendencia Nacional de Salud y las Direcciones Territoriales de Salud.
Con la Ley 1438 de 2011, se fortaleció el principio de universalidad, puesto que generó mayor cobertura a la población y de esta forma se trata de prestar un servicio ligado a la atención primaria en salud, permitiendo la acción coordinada del Estado, las instituciones y sociedad para el mejoramiento de la salud y creación de un ambiente sano y saludable, cuya meta aun pendiente por llegar que es brindar a toda la población un servicio con calidad, a todos los residentes del país.
