Human activities often drive landscape degradation and the associated loss of value. This paper describes a method that, by integrating multiple factors, characterize landscape value to establish relevant and effective management practices. The new integrated method for landscape assessment (IMLA) is a four-step model that includes: (i) establishment of a general theoretical basis for sustainability relevant metrics; (ii) characterization of the landscape; (iii) landscape valuation; (iv) recommendations for landscape value management. Each step includes different interactive components of analysis. The new IMLA considers the potential range of values associated with each landscape unit and facilitates sustainable landscape management. The method is systematic and includes both inductive and deductive reasoning. Its articulation is represented in the conjunction and overlapping of all factors and variables considered. IMLA was tested in Santiago de Cuba Bay (Cuba) and used to determine five landscape scopes, eight first-order landscape units and 29 s-order units. It proved to be a useful tool to establish landscape values and sound management strategies. Application of IMLA in Cuba will help local authorities institute land-use plans and to establish decision-making processes that include valuation of cultural landscapes.

Coastal Migration Index for Coastal Flooding Events Increased by Sea Level Rise due to Climate Change: Mexico and Cuba Case Studies

This paper presents a coastal migration index (CMI) useful for decision-making in the current scenario of sea-level rise (SLR) due to climate change. The CMI includes coastal human population density, degree of urbanization, and coastal-flooding penetration. Quantitative and qualitative statistical techniques and the geographic information system ArcGIS View 9.0 were used. Further, a panel of fifteen international experts in coastal management issues was consulted to establish and validate the CMI. Results led to three index components based on 22 indicators. CMI was applied in the state of Tamaulipas, Mexico and in Santiago de Cuba province, Cuba. According to CMI estimates, the risk levels associated with SLR for human settlements analyzed in Mexico and Cuba were 5.3% and 11.0%, respectively. The most severely affected communities will require resettlement. Meanwhile, the CMI determined that 15.8% of the Mexican territory studied will be able to withstand the effects of SLR through the management of engineering works that will protect human settlements. The CMI determined that 79.0%, in the case of Tamaulipas, as well as 89.0% of the Cuban territory, will not require new policies or guidelines to promote conservation and protection of coastal natural resources. Lastly, the method used allowed for creation of a CMI stoplight map useful to coastal decision-makers to adopt sound management actions.

Many developing countries have recognized the potential of their natural resources for the development of tourism. However, the policies designed to provide a framework for socially inclusive and ecologically sound tourism turn out to be weak in fostering community-based tourism (CBT). There is a spectrum of conditions that lead to success or failure of CBT initiatives that should be accounted for by national policies to ensure meaningful community engagement. This paper proposes a framework for the evaluation of tourism policy documents based on factors that facilitate and constrain CBT in developing countries. The framework was applied to seven tourism policy documents in Colombia using a content analysis approach. The results showed that the policies are weak in providing a base for community engagement in CBT. International experiences indicate that the barriers to CBT are similar throughout the world; thus, the framework is useful in the evaluation of policy documents in other developing countries.

Therefore, the aim of this paper is to identify the factors that facilitate and inhibitCBTinthenaturalareasofdevelopingcountries.Adirectedcontent analysis of 68 case studies from literature identiﬁed 25 external and 32 internal factors. Based on the 77 factors obtained, a methodology to evaluate CBT initiatives is proposed that can serve as a framework to (1) evaluate initiatives in terms of their feasibility for CBT, current performance, and issues to be solved by management; (2) compare the performance of various initiatives; (3) prioritize factors for the success of CBT; and (4) statistically analyse the relationships among factors. The paper concludes that although several previous studies identiﬁed success factors and barriers for CBT, surprisingly little work has been published to create a universal framework to evaluate CBT initiatives. Further research is suggested to explore the statistical relationships among the factors and to deﬁne the relative importance of each factor in the success or failure of CBT initiatives.

Many community-based tourism (CBT) initiatives around the world have failed to deliver expected benefits because of unfavorable conditions involving a variety of entwined social, cultural, economic, and political factors. Because of different economic, legislative, and political conditions, factors that facilitate and inhibit CBT are believed to be different in developing and developed nations. A directed content analysis of CBT case studies in 48 developing countries and 37 developed countries show that some of these differences vary in being advantageous or disadvantageous for either developing or developed nations. Furthermore, many case studies do not address factors and themes essential for tourism development because of the lack of a clear CBT framework guiding their research and a lack of integration of external conditions in the analysis. In general, collective land and tourism initiative ownership can provide certain advantages to communities in developing countries when it gives them control over land, tourism and natural resources, independence in decision-making, participative management and wider distribution of benefits.

With the increasing need for and emergence of research on ocean and coastal issues in the context of the COVID-19 pandemic, the Ocean & Coastal Management journal presents this Special Issue with relevant articles within the scope of Coastal Management in times of COVID-19. This Special Issue received 43 tentative abstracts, 29 manuscripts were submitted, and finally, 12 articles were accepted. We provide a wide panorama of those twelve articles that integrate the special issue, covering a diverse range of topics regarding coastal management in the COVID-19 pandemic. Seven papers are studies that discuss environmental and social problems during this time in coastal zones, while the other five explore the use of technology to face COVID-19 on beaches. These twelve articles give some insights to improve coastal management, focused on tourist beaches, natural disasters, and fisheries. In sum, this special issue offers an organized compendium of high-level articles, as a contribution to evolve towards the better ocean and coastal management within the rapid emerging of publications about COVID-19.

The Barranquilla Metropolitan Area is exposed and often vulnerable to various natural and anthropogenic hazards. The paper’s main objective is to identify the level of understanding that local and regional institutions have of such a multi-hazard scenario, as well as the effectiveness of governance arrangements in minimizing impacts. Research employed a questionnaire applied to 115 stakeholders from government and a survey of 391 households from four communities in the study area. Four focus groups were held during the update of the Barranquilla Development Plan 2020–2023. The results allowed the identification of an updated set of hazards and the levels of government response capacity. The overall level of capacity and effectiveness of local government to respond to hazards was classified as regular. Seventy-seven percent of epistemic ‘experts considered that the institutions responsible for risk management did not undertake sufficient analysis for identifying and managing multiple hazards. Finally, the research team developed a new model of risk management.

Cleaning is a fundamental concern of beach managers in many destinations as well as an important requirement in beach quality awards. However, it has been largely neglected in the literature. This paper provides an overview of empirical studies on beach cleaning and analyzes cleaning-related requirements of 11 beach awards that generate controversy in the literature. This study comments on key aspects of beach cleaning, resolves various misconceptions, and provides new perspectives by integrating related topics drawn from a wide range of literature. The arguments based on both the ecological and tourism managerial perspectives are presented, indicating the gaps and proposing research solutions. The paper calls for empirical studies with regard to the efficiency of different cleaning approaches on beaches with varying levels of use intensity and for methodological designs that separate the impacts of mechanical grooming from those of trampling, dune destruction, shore armoring, artificial lighting, among others.

Rural community tourism initiatives in developed nations share most positive and negative characteristics with community-based tourism (CBT) initiatives in developing nations. They also share many barriers and conditions for tourism development. What makes them different is the context in which they operate. This paper identifies the main conditions that explain these differences through a review of findings from 103 location-specific case studies and other available literature that provides empirical evidence. The paper also explores the usage of the concepts of CBT and rural tourism. The findings are discussed under seven categories: Definitions, socioeconomic and cultural factors, policy and governance, land ownership, community cohesiveness, assimilation of external stakeholders, and type of visitors. It is argued that it is the developing-/developed-nation context, and not objectively established criteria, which largely dictates authors’ narratives with corresponding takes on tourism development and subsequent recommendations. The paper engages in a discussion about case-study research, its weaknesses and tendencies, providing some recommendations on how to increase the contribution of case studies to knowledge, and calls for more research on externally assisted non-Indigenous communitytourism initiatives in developed nations.
