This study shows the results of an investigation that determines the degree of ownership of the students of the Faculty of Architecture student on the rules of the Corporación Universidad de la Costa; CUC, from the creation and validation of an instrument that assessed knowledge related regulations are applied to a representative sample of the population for 68 students of architecture program first half of the period 2011-2, students’ responses were subjected to statistical analysis showing a 94 % awareness front 6% of ignorance of the rules, generating the sense of creating a proposal that focuses on quality learning through the implementation of teaching strategies.

We present in this work A proposal for teacher training in the educational use of TIC for its articulation and effective appropriation in the Educational Institution of Flowers Hill Bilingual School. The objective of this training proposal is to induce changes in teaching practices using TIC to articulate and appropriate the pedagogical activities within the classroom, being this a process of educational innovation that can become a contribution to improve the quality of teaching. It should be noted that the Ministry of National Education through endowments and donations, is including not only learners, but also educators in the world of TIC, however it is not enough because in the Educational Institution Flowers Hill Bilingual School, teachers are not using these tools due to multiple factors that have focused their attention of researchers worldwide in order to improve teaching practice. This research, entitled "Proposal for Teacher Training and Development of Competences for the Incorporation and Educational Appropriation of TIC in Basic and Media", was conducted under the mixed methodology, where in the collection and analysis of the data instruments were used as questionnaires closed. Faced with the results obtained, it was evident that there is a lack of motivation and lack of confidence for the appropriation of Technological Tools by teachers, another factor that affects negatively to achieve the objectives proposed in this project is that the Institution has high-end technological resources, but teachers do not have access to them as such, only in the area of Information Technology

The main objective of this research is to propose theoretical and methodological guidelines through training workshops that contribute to strengthening the teacher's attitudinal profile for ICT appropriation in the IED Paulino Salgado "Batata" and the IED Evaristo Sourdis in the city of Barranquilla. Starting from the initial diagnosis regarding the use and appropriation of ICT in classroom practices, in two official institutions located in the southwest of Barranquilla, it is made known that the difficulties encountered in some teachers are evidenced in the basic management of these tools whose use is reduced to the mere transmission of digital content, readings and transcriptions. The methodological design is under the complementary mixed paradigm. After collecting enough information through direct observation, focus group and surveys to the group of participating teachers from both institutions. The results showed that many teachers feel apathy towards technological tools and refuse learning articulated with ICT, from the foregoing it was concluded that it is necessary to strengthen the appropriation of ICT through training and accompaniment of the Secretary of Education of the District, in addition, the elaboration and development of the training proposal by workshops is pertinent so that what is exposed in the investigation materializes.
