Although public participation (PP) has influenced some integrated coastal zone management (ICZM) programs around the world, researchers have rarely analyzed this component specifically inside an ICZM cycle. Furthermore, the approach for integrating environmental energy planning tools within the ICZM Programs for the Small Island Developing States (SIDS) has presented an ongoing challenge for specialists involved in management issues. In Cuba, plans for coastal development are supported by land use planning activities and environmental planning tools. However, the functions and outputs of those tools are “non-obvious”, precluding sufficient integration among them. As these aforementioned actions have not been systematically carried out in the Cuban territory, and the systems of inter-institutional relationships with local communities have presented some insufficiencies, the national marine-terrestrial interphase has suffered some negative environmental impacts impossible to be solved by the national authorities. Designing a new methodology that incorporates PP and environmental energy planning tools in the stages of an ICZM program is the objective of this article. The methodology was named MePuPa and has improved current tools for land use planning and ICZM in Cuba. Previously selected “Local Indicators of Environmental Sustainability”, applied in two geo-systemic units in the southeastern region of Cuba, were used to demonstrate the methodology. The qualitative and qualitative methods in the proposed MePuPa were also applied. Finally, the MePuPa methodology was tested for four of its five stages. Six advantages and five learned lessons were identified during the Preparation to Proposal stages. MePuPa resulted in a useful local management tool for environmental energy planning, ICZM, economic and agricultural activities, strategic ecosystems recovery, as well as improvements to the governance and decision-making processes in one SIDS.

Se exponen los resultados alcanzados en la educación y la salud que explican los altos resultados del Indice de Desarrollo Humano (IDH) y se analiza la Huella Ecológica (HE) del país y las políticas que se han aplicado en sus dos componentes fundamentales, la huella de carbono y la de las tierras cultivables. Que han permitido una recuperación económica sin incrementos notables de la huella ecológica.

This article uses the category of spatial justice as an analytical variable to explore the coastal planning of Cuba and Brazil, in the face of the challenge of climate change. The research was conducted using a qualitative methodology, applying the technique of content analysis to instruments of physical planning, based on spatial justice indicators provided in the study. These included territorial boundaries, uses of coastal space, environmental conflicts, public participation, urban insecurity, climate migration, and social exclusion, which enabled integration of coastal planning elements in the dimensions of space, policies, and tensions in different socio-economic contexts. New variables are added to the concept of spatial justice and it is shown that this constitutes an analytical category, which, expressed through coastal planning, puts both countries in better conditions to face the impacts of climate change

Dementia in Latin America assessing the present and envisioning the future

The demographic structure of Latin American countries (LAC) is fast approaching that of developing countries, and the predicted prevalence of dementia in the former already exceeds the latter. Dementia has been declared a global challenge, yet regions around the world show differences in both the nature and magnitude of such a challenge. This article provides evidence and insights on barriers which, if overcome, would enable the harmonization of strategies to tackle the dementia challenge in LAC. First, we analyze the lack of available epidemiologic data, the need for standardizing clinical practice and improving physician training, and the existing barriers regarding resources, culture, and stigmas. We discuss how these are preventing timely care and research. Regarding specific health actions, most LAC have minimal mental health facilities and do not have specific mental health policies or budgets specific to dementia. In addition, local regulations may need to consider the regional context when developing treatment and prevention strategies. The support needed nationally and internationally to enable a smooth and timely transition of LAC to a position that integrates global strategies is highlighted. We focus on shared issues of poverty, cultural barriers, and socioeconomic vulnerability. We identify avenues for collaboration aimed to study unique populations, improve valid assessment methods, and generate opportunities for translational research, thus establishing a regional network. The issues identified here point to future specific actions aimed at tackling the dementia challenge in LAC.

One of the myths that has accompanied natural medicine is the belief that it is only based on the empirical knowledge, knowing that within it a process which can take several years to certify the effectiveness of the product is followed. Thus, it is intended through this research, studying the elements to consider for the development of drugs of natural character within the Colombian nation. The study methodology was based on the type of documentary research with a bibliographic design. In this sense they worked with researchers such as, Rang and Dale, Velasquez, among others. Among the results they highlighted that in recent years the natural medicine has flourished in the Colombian public for having demonstrated track their products beyond the effects effectiveness offered. The phases of production of traditional medicine can be used for the mass production of herbal medicine.

Litter assessment on 99 Cuban beaches: a baseline to identify sources of pollution and impacts for tourism and recreation

Litter presence was assessed on the entire Cuban coastline, and includes 99 beaches from all Cuban regions, during field work carried out in 2012 and 2015. A standard method verified in several countries was applied, which classified beaches for nine types of litter into four grades (A-excellent to D-poor). Almost half of the Cuban beaches obtained excellent cleanliness scores, although many needed to be better managed. In this baseline, the most common types of residue were general litter (8% grade D and 35% grades B/C) and potentially harmful litter (< 68% with grade A). Resort beaches and those with international visitors showed the best litter management. Tourism Impacts seems to be related to visitor origin therefore choices to develop sustainable tourism in rural and village beaches (64%) appears low, if beach cleaning gross investment is focused on resort beaches (24%). Finally, this paper highlights geographical distribution and types of litter patterns.

Different legal frameworks and concepts have been used to establish coastal zone boundaries. Integrated Coastal Zone Management use some criteria, while Land-Use Planning use a different criteria. A critical analysis about this topic is done in the present study, with the aim of proposing a novel method for delimitation and demarcation of coastal zone boundaries. The method offers an integrated perspective regarding the river basin, the coastal zone, and their corresponding economic zones. Moreover, it is comprised of dependent and independent variables, representing useful decision-making tools for applying Integrated Coastal Zone Management and Land-Use Planning initiatives. The concepts of Primary Environmental Coastal Units for Integrated Management (PECUIM) and Basic Environmental Coastal Units for Integrated Management and Land-Use Planning (BECUIMLUP) were proposed and applied in Cuba, where twenty-three PECUIM and four BECUIMLUP were demarcated and delimitated. At the end of this paper, the importance of integrated criteria for coastal zone boundaries is concluded and demonstrated.

Investigaciones recientes en el mundo, confirman un incremento de las inundaciones producidas por el ascenso del nivel medio del mar a causa del cambio climático. Las zonas costeras de Cuba no están exentas de dichos efectos, por lo que la gestión del riesgo es tarea de vital importancia para mitigar las consecuencias del impacto de eventos hidrometeorológicos extremos como son los huracanes. En este capítulo se exponen los resultados derivados de la elaboración de un método, que integra las diversas etapas del Manejo Integrado de Zonas Costeras (MIZC) a la Gestión Integrada del Riesgo de Desastres por Inundaciones (GIRDI), haciendo énfasis en cuatro tipos de eventos hidrometeorológicos: penetraciones del mar, intensas lluvias, desbordamientos de ríos y ascenso del nivel del mar a causa del cambio climático. Se utilizaron métodos empíricos, estadísticos y teóricos para el procesamiento de la información obtenida y para el análisis de resultados de estudios sobre peligro, vulnerabilidad y riesgo, realizados de manera anticipada en el país. La metodología GIRDI vincula los métodos desarrollado por Olsen et al. (1999) para la creación de programas de MIZC y, toma también como punto de partida el método integrado de Milanés (2014) para demarcar Unidades Costeras Ambientales para el Manejo, el cual permite definir las zonas que se encuentran expuestas a mayores riesgos. Finalmente, GIRDI responde a las acciones estratégicas del Programa nacional de enfrentamiento al cambio climático denominado “Tarea Vida,” aprobado por el Consejo de Ministros de la República de Cuba.

En Cuba, país costero con diferentes insuficiencias económicas y sociales que se deben resolver, el equilibrio con el medio ambiente costero-marino está sujeto a altas presiones humanas, y ello ocurre bajo una intensa dinámica natural y antropogénica, por lo que los asuntos de protección y gestión de zonas costeras han adquirido especial atención y prioridad. En este contexto, la provincia de Matanzas se ha perfilado como una región clásica para los estudios costeros y la aplicación del enfoque de manejo costero integrado, justamente por contar en su costa sur con el humedal más extenso y mejor conservado de Cuba: la Ciénaga de Zapata, y en su costa norte, con una subregión singular del país, que se destaca por presentar una diversidad de ecosistemas costeromarinos, que constituyen al mismo tiempo el soporte de varias e importantes actividades económico-productivas y sociales, donde sobresalen las bahías y ciudades portuarias de Matanzas y Cárdenas, el reconocido destino turístico de la playa de Varadero, y el humedal costero de Majagüillar. En este Capítulo se sintetizan las experiencias de diseño e implementación en lo referido al ordenamiento ambiental y los programas de gestión costera integrada, durante más de 15 años de esfuerzos ininterrumpidos, lo que ha demostrado que la articulación entre tales procesos es la mejor fórmula de adaptación a los nuevos escenarios ambientales y climáticos, y deja interesantes lecciones aprendidas y también importantes retos a considerar en proyecciones futuras.

Recommendations for coastal planning and beach management in Caribbean insular states during and after the COVID19 pandemic

The COVID-19 pandemic has implications for coastal planning and management. Rules for isolation and physical distancing, among other measures for human life protection, have led to the closure of most beaches around the world. The present critical situation has raised the following question: How can some recommendations be designed in sun, sea, and sand tourism-dependent-insular countries to face “the COVID-19 new normality?” We used the content analysis technique to analyze representative publications on a global level to ascertain information on best management practices. A survey of 58 experts provided additional information. We used inferential statistics for sample selection and produced a list of 43 practices and beach planning and management actions to face the COVID-19 pandemic. This led to 27 new recommendations designed for beach planning and management within insular contexts, some of which were tested in the Republic of Cuba. Recommendations aim to guarantee a culture of safety and improvement within the field of beach or coastal planning and management. These recommendations should prove useful for other insular countries, during the COVID-19 period, in the new normality that follows, and in other post-pandemic scenarios.

Universities are key stakeholders in teaching, researching and supporting the implementation of cleaner production activities. This case study discusses the experience of establishing and operating the Cleaner Production Center at the University of Cienfuegos (Cuba). Establishing, starting-up and running the center during its first four years of activity was supported by two projects targeted to inter-university cooperation. The collaboration allowed to establish a master program on cleaner production which acts as a bridge between the university, and the production industry and the services sector in the province of Cienfuegos. Currently 32 students from the first two promotions graduated and the program of two other promotions is ongoing. The master thesis research works are defined improving the environmental performance of the companies or organizations the student originate from. This results in a measurable improvement of the air and surface water quality in Cienfuegos city. An estimated yearly reduction of the emission of 60,000 ton of carbon dioxide equivalents and of 400 MWh at a cement plant have been realized. Research activities currently target the pollution inventory of Cienfuegos, energy production from local biomass, and establishing indicators for sustainable development for Cienfuegos. The inter-university collaboration resulted in several publications in international peer reviewed journals. The successful inter-university North–South collaboration between Cuba and Belgium, targeted at capacity building, transfer of experience and expertise, proved to be most crucial during these first years the center was active. It allowed generating the necessary funds which are often difficult to raise in developing countries. Therefore this is a unique case of building academic experience on cleaner production.
