The genesis of this investigation finds its justification when observing, to expose and to propose the deliberative democracy and the participative doesn't eat separate democratic models but like one formulates democratic unimodal, assimilated as a hybrid expert this as a system that contains the kindness characteristic of one and other, able to form citizens that not participate alone in the electoral legitimation of the power of the ruling elite, but also in the collective decisions by means of a talkative rationality that allows to each one of the associates the civic participation in pro of building the democratic gobernability, facilitating in great measure, the genuineness of the political decisions, by means of a process that configures its deliberation in the public space that allows them at the same time to not participate alone in the adoption of this decisions, but also in the previous processes of definition and formation of the same ones. The above-mentioned for the sake of finding a practical, morally desirable model and fundamentally I legitimate of democracy, with the purpose of inclining their application in our country, something barely seen before, even in spite of being stand up in our great letter of the 1991, which propitiates the concept of social state of right in turn.
