Es un hecho conocido, la congestión judicial que se vive en los despachos de los Jueces y Magistrados, los procesos son exageradamente dilatados en relación con el tiempo, lo que, a su vez, genera unos costos económicos para el Estado. A esto sumamos las diferentes trabas procesales, el procedimiento poco práctico y la falta de medios técnicos que ayuden a solucionar el conflicto. Lo anterior sin lugar a dudas va en contravía de los expresado en el artículo 228 de la Constitución Nacional, cuando expresa que: “...Los términos procesales se observaran con diligencia...” La Justicia Contencioso Administrativa, de igual manera, sufre los estragos de la congestión judicial, aspecto que, sin lugar a dudas, altera la función principal de impartir pronta justicia por parte de los Jueces
