Inventario Participativo Del Patrimonio Cultural Inmaterial Del Municipio De Santa Ana En Magdalena, Colombia

Abstract

Since the UNESCO Convention for the Safeguarding of the Intangible Cultural Heritage (ICH) (2003), one of the responsibilities of the States parties, is the identification and definition of the various manifestations of ICH in their territories through inventories. This article analyzes the most representative manifestations of ICH at Santa Ana town, Magdalena county-Colombia. The methodology used was an inventory participatory, which included an implementation of ethnography method, workshops, semi-structured interviews and dialogues. These methods plus the community support allowed the investigation to identify the risky situations, which influence the sustainability of these cultural manifestations, at the same time it proposes hedging strategies. It also generated a discussion on the categories of Folklife, ICH and a reflection about these questions: Is the inventory participatory of ICH a real tools safeguard? Are the inventories supporting and strengthening the community capacity to manage the cultural heritage?

Desde la Convención de la UNESCO para la Salvaguardia del Patrimonio Cultural Inmaterial (2003) – en adelante PCI-, una de las responsabilidades de los Estados partes, es la identificación y definición de las diversas manifestaciones del PCI presentes en sus territorios mediante inventarios. El presente artículo analiza las manifestaciones más representativas del PCI del municipio de Santa Ana, Magdalena-Colombia, a partir del proceso de inventario participativo desarrollado a través de la etnografía, talleres, entrevistas semiestructuradas y diálogos, que permitieron identificar junto a la comunidad las situaciones que ponen en riesgo la sostenibilidad de dichas manifestaciones y plantear estrategias de salvaguarda. Igualmente, se genera una discusión sobre las categorías de Folclor y PCI, y una reflexión frente a los interrogantes: ¿hasta qué punto los inventarios del PCI están constituyendo herramientas de salvaguardia? ¿Los inventarios realmente están apoyando y fortaleciendo la capacidad social de gestión del patrimonio cultural?
