Valoración socioeconómica de los servicios ecosistémicos provistos por el ecosistema de bosque seco tropical presente en el DMI LURIZA, DPTO DEL ATLÁNTICO.

Abstract

The ecosystems of Tropical Dry Forest have a great importance worldwide, because they harbor a great biodiversity and are a source of transcendental ecosystem services (ES) for the well-being and survival of the human being. However, the incipient level of knowledge and research carried out with respect to this important ecosystem and all the ES that it provides has meant a reduction of its vegetal cover, since they have been affected by a series of anthropogenic activities, such as the use of wood and the expansion of areas for carrying out agricultural activities. In addition to this, currently many of the ES provided by the Tropical Dry Forest do not have a defined social and economic value; therefore, it was proposed to carry out a socio-economic assessment of the ES provided by the Tropical Dry Forest present in the Luriza Regional Integrated Management District (DMI), given that it is one of the areas maintained by one of the few fragments of this ecosystem in the country. The research was carried out based on bibliographic review, field visits in the study area and the application of surveys to the social actors involved; this in order to delimit the socio-ecological system of the DMI Luriza and the different variables that influence it, the subsequent socio-economic assessment of the ES was carried out using the Contingent Valuation Method (CVM), for which the Willingness To Pay (WTP) was calculated of the inhabitants of the Municipality of Usiacurí for the conservation of the DMI Luriza, and the Willingness to Accept (WTA) a payment by the people who live in said protected area to carry out sustainable activities there. For this, hypothetical cases were raised in both study scenarios and statistical analyzes such as binary logistic regression were applied to determine the variables that influence the response of the respondents. Finally, different strategies were designed to improve the management of the protected area. Among the results obtained, it is highlighted that the main ES identified were the regulation of air quality, the provision of water and the conservation of flora and fauna species, in turn, problems such as inadequate management of solid waste were found, the felling of the forest and the unorganized tourism. Followed, it was determined that the monthly WTP per person is $7,500 COP by 71.96% of respondents in the Municipality of Usiacurí, response influenced by variables such as the seniority of these people in the population and their interest and level of importance with respect to the conservation of the ecosystem of Tropical Dry Forest, in addition the totality of the population surveyed in the DMI Luriza counts on a positive WTA, that is to say, they are arranged to receive this payment. All this allowed us to establish a Payment for Environmental Services (PES) scheme as one of the most convenient strategies for reducing the impacts on the Tropical Dry Forest ecosystem and for the proper management of the DMI Luriza. Finally, we can highlight the great need to strengthen research on biodiversity and ES in the Colombian Caribbean and specifically in the Department of Atlántico, to invigorate and encourage research from the Academy, contribute to better decision making by of the actors involved and to preserve the Tropical Dry Forest ecosystem.

Los ecosistemas de Bosque Seco Tropical (Bs-T) cuentan con una gran importancia a nivel mundial, debido a que albergan una gran biodiversidad y son fuente de servicios ecosistémicos (SE) trascendentales para el bienestar y supervivencia del ser humano. No obstante, el incipiente nivel de conocimiento y de investigaciones realizadas respecto a este importante ecosistema y todos los SE que provee ha significado una reducción de su cobertura vegetal, ya que se han visto afectados por una serie de actividades antropogénicas, tales como el aprovechamiento de madera y la expansión de áreas para la realización de actividades agropecuarias. Aunado a esto, actualmente muchos de los SE proporcionados por el Bs-T no tienen un valor social y económico definido; por lo cual se planteó realizar una valoración socioeconómica de los SE provistos por el Bs-T presente en el Distrito Regional de Manejo Integrado (DMI) Luriza, dado que es una de las áreas que mantiene uno de los pocos fragmentos de este ecosistema en el país. La investigación fue llevada a cabo a partir de revisión bibliográfica, visitas de campo en el área de estudio y la aplicación de encuestas a los actores sociales involucrados; esto con el fin de delimitar el sistema socioecológico del DMI Luriza y las diferentes variables que influyen en este, la posterior valoración socioeconómica de los SE fue realizada mediante el Método de Valoración Contingente (MVC), para lo cual se calculó la Disponibilidad a Pagar (DAP) de los habitantes del Municipio de Usiacurí para la conservación del DMI Luriza, y la Disponibilidad A Aceptar (DAA) un pago por parte de las personas que habitan en dicha área protegida para realizar actividades sostenibles allí. Para esto se plantearon casos hipotéticos en ambos escenarios de estudio y se aplicaron análisis estadísticos como la regresión logística binaria para determinar las variables que influyen en la respuesta de los encuestados, finalmente se diseñaron diferentes estrategias para la mejora de la gestión de dicha área protegida. Dentro de los resultados obtenidos se destaca que los principales SE identificados han sido la regulación de la calidad del aire, la provisión de agua y la conservación de especies de flora y fauna, a su vez se encontraron problemáticas como el inadecuado manejo de los residuos sólidos, la tala del bosque y el turismo no organizado. Seguido, se determinó que la DAP mensual por persona es de $7.500 por parte del 71,96 % de encuestados en el Municipio de Usiacurí, respuesta influenciada por variables como la antigüedad de estas personas en la población y su interés y nivel de importancia respecto a la conservación del ecosistema de Bs-T, además la totalidad de la población encuestada en el DMI Luriza cuenta con una DAA positiva, es decir, están dispuestos a recibir este pago. Todo esto permitió establecer un esquema de Pago por Servicios Ambientales (PSA) como una de las estrategias más convenientes para la disminución de los impactos en el ecosistema de Bs-T y para la adecuada gestión del DMI Luriza. Finalmente se puede destacar la gran necesidad de fortalecer las investigaciones en torno a la biodiversidad y los SE en el Caribe Colombiano y específicamente en el Departamento del Atlántico, para vigorizar e incentivar la investigación desde la Academia, aportar a una mejor toma de decisiones por parte de los actores involucrados y se logre conservar el ecosistema de Bs-T.
