Abstract
This paper analyzes, from cultural studies and socio-semiotics, the migratory processes in their spatial, social, political, economic and historical dynamics and the impact of the founding discourses of the nation in the perspective of the construction of a door policy closed-in clear opposition to the basic budget of the liberal society, with respect to the massive flows of people and cultures transgressing borders, and how the Colombian State, in its evolution, refused to participate in the logic of the market and the cultural, scientific, educational exchange of transnational subjects that could contribute to their development.
