Análisis comparativo de las Leyes 1122 de 2007 y 1438 de 2011 en el sistema de seguridad social en salud
Abstract
The implementation of Law 100 of 93 became to Colombia as a leader in the organization of a health system, base on the Principle of universality and public participation. At the beginning it organize its institutions, procedures and financing of social security system. After that, there were a lot of reforms usefull to the changes, that had the purpose to promote, and ensure higher levels of welfare to all human beings. Law 715 of 2001 develops the legislative act 1 of 2001, establishing the general system of participations. Law 789 of 2002 gives a structural adjustment to the social security system of social protection which is a new tool to provide health. Law 1122 of 2007 was insufficient to meet the challenges of health. Initially the purpose of Law 1438 de 2011 was to improve the public service of health, and also it defines a national policy of social participation in order to intervene in the public politics of health.
