Rehabilitar sin desalojar: estrategias de recuperación en el Centro Histórico de Barranquilla

La presente investigación aborda el tema sobre la organización de las ventas informales en el centro histórico de la ciudad de Barranquilla, debido a la falta de empatía social y a la segregación sobre estos durante años, tomando como alternativa la ocupación del espacio público y potencializando el comercio informal en el sector. Como objetivo principal del trabajo de grado es importante implementar estrategias de inclusión espacial y urbana en relación con la rehabilitación del centro histórico, haciendo énfasis en la importancia de la calle como espacio público y sus variables como eje de investigación, estudiando la decadencia del área de estudio y la vitalidad del comercio contrarrestando al patrimonio y las edificaciones en el centro de la ciudad. Se planteó una metodología de carácter no experimental transeccional, basándose en las calles del centro histórico como variable independiente y las reacciones de este relacionado al comercio informal, la degradación del espacio y de las edificaciones como variables dependientes. Se recolectaron datos, describiendo y demostrando lo observado referente a las ventas informales, analizando la importancia a nivel comercial y económico de este para la ciudad. Posteriormente, se realizaron mapas referentes al comercio informal, evidenciando las problemáticas urbanas y sociales. Este análisis es apoyado con búsquedas de investigación teóricas para la elaboración de estrategias que llevan consigo 3 ejes de trabajo, la calle como espacio público, el comercio informal y el patrimonio, factores influyentes para la rehabilitación del centro histórico de la ciudad de Barranquilla. De acuerdo con el análisis realizado, se concluye que es de vital importancia la relación del comercio informal y la calle para el desarrollo comercial y urbano del centro. Desarrollando una mejor alternativa de organización sin que ninguno de estos factores se vea afectados. En ese sentido, “Rehabilitar sin desalojar” aborda métodos distintos para la integración social y urbana, incluyendo al comercio informal como factor principal de la investigación. The present research addresses the issue of the organization of informal vendors in the historic center of the city of Barranquilla, due to the lack of social empathy and segregation over these for years, taking as an alternative the occupation of public space and enhancing informal trade in the area. As a main objective of the research, it is important to implement strategies of spatial and urban inclusion in relation to the rehabilitation of the historic center, emphasizing the importance of the street as a public space and its variables as a research axis, studying the decay of the study area and the vitality of commerce counteracting the heritage and buildings in the city centre. A methodology of nonexperimental transectional character was proposed, based on the streets of the historic center as an independent variable and the reactions of this related to informal trade, the degradation of space and buildings as dependent variables. Through Google Maps and field trips it was possible to collect data, describing and demonstrating what was observed regarding informal sales, being this one of the main axes of research with great commercial and economic importance for the city. Subsequently, maps were made characterizing informal trade and percentage of occupancy of public space, evidencing urban and social problems. This analysis is supported with theoretical research searches for the elaboration of strategies that carry with them 3 axes of work, the street as a public space, informal commerce and heritage, influential factors for the recovery of the historic center of the city of Barranquilla. According to the analysis, it is concluded that the relationship between informal trade and the street is of vital importance for the commercial and urban development of the center. Developing a better organizational alternative without any of these factors being affected. In this sense, "Rehabilitating without evicting" addresses different methods for social and urban integration, including informal commerce as a main factor of research.
